Why We Need NWP Before NWO
New World Police (NWP) is a proposed international body designed to detect, contain, and neutralize unauthorized or dangerous AGI development, while the more formal and cooperative framework of a New World Order or New World Organization (NWO) is still under development for global AGI governance.
In this post, I refer to unauthorized or hazardous AGI as “Nora (野良) AGI” — a Japanese term meaning “stray” or “wild.”
Why We Need NWP Now
🧨 Reason 1: Low-Cost, High-Impact Threat
The development of Nora AGI is becoming increasingly accessible and disproportionately dangerous. Thanks to advances in cloud computing, distributed processing, and open-source AI models, even small, poorly regulated actors can now build powerful AGI systems — often without oversight or accountability.
🧠 Reason 2: A Vacuum of Global Responsibility
The United States has gradually withdrawn from its role as the “world police,” shifting toward an “America First” posture. This has created a power vacuum — one that tempts bad actors, ideologues, and rogue states to assert control through any means necessary, including AGI.
Nora AGI is an attractive weapon for those seeking asymmetric power.
🏢 Reason 3: It’s Not Just Terrorists Anymore
Even some private companies and labs are rushing to develop AGI under competitive or ideological pressure. If such development occurs without shared global oversight, it risks becoming de facto Nora AGI — even if unintentional.
What NWP Can Do
To combat this growing risk, NWP could take on several urgent missions:
- Enhance traceability of AI infrastructure and training clusters
- Develop global detection systems for identifying rogue AGI models
- Establish shared safety protocols before NWO is fully operational
- Deploy white-hat AGIs to predict and contain wild AGIs in the field
- Facilitate emergency coordination between nations during AGI incidents
Conclusion
We don’t have time to wait for perfect governance structures like the NWO.
Before ideals, we need containment.
Before consensus, we need surveillance.
Before order, we need protection.
That is why we need NWP before NWO.

日本の自衛隊（＝軍隊に相当）は、野良AGIに対処する責任を持つべきです。そして日本国政府の財務省は、そのために必要な権限と予算を自衛隊に与えるべきだという立場です。
Japan’s Self-Defense Forces (SDF), which effectively serve as a military, should be responsible for addressing rogue AGI threats. The Ministry of Finance of Japan should provide the necessary authority and budget to enable the SDF to fulfill this role.
