Economy became war. 
Ability to acquire foreign currency is offensive ability.
Ability to protect own currency is defensive ability.
How to get and protect money is war. 

Japanese tactics is get higher offensive ability by exporting. This is old and there are too many rivals, Korea, China and so on. Some Japanese companies becomes investment companies. For example, TOYOTA invests to the Mexico for exporting cars to the USA. 

Becoming investment country is one solution for Japan. The problem is how to hide the strategy from foreign rivals.

This problem may be realized by President Trump...
And as individuals, we can get ability to acquire foreign currency by investment.

Japanese interest rates are very low and the Yen value becomes cheaper. So we should invest to foreign countries. If we have this ability, it helps life as richer.
