Decision Rule: Multiplicative Scoring
- Votes are not tallied via addition.
- Instead, votes in the same category (e.g., all approval votes) are multiplied across members.
- The final decision is determined by comparing the approval score and the rejection score.
🟡 Hold votes are excluded from multiplication — they represent neutral presence and are recorded but do not affect the final score directly.
Multi-Phase Resolution Protocol
If the result from Level 0 + Level 1 + Level 2 yields a majority of Hold votes, the system expands:
